A two-sided file, which is the detail worth paying for: the coarse side takes down callus and hard skin, the fine side smooths afterwards so you are not left with a rough surface that catches on socks. Doing both with a single-grade file is the usual reason home filing looks unfinished. Hygienic and durable, and it needs nothing but rinsing. Use the coarse side sparingly and finish on the fine side. If callus keeps returning in the same spot, that is usually pressure from footwear rather than a filing problem.
